Superintendent

Under general direction within a framework of broad District policies and procedures, the Superintendent plans, organizes, manages and supervises the operation, maintenance and development of District levees and flood control systems; responds in emergencies to system operating failures; individually and as a member of a team, patrols District’s levees and flood control systems to identify maintenance and repair needs and potential health and safety hazards and determines the appropriate course of action;  participates in long range capital improvement planning; establishes operating policies and procedures for the maintenance unit and participates in the development of District policies; provides information relevant to the development of the annual operating budget for the Maintenance unit; oversees the policies and procedures to establish and maintain a safe work environment for field personnel; provides worker safety and technical training on an ongoing basis; ensures that field activities are in compliance with federal, state and local environmental regulations; ensures the safety of the District facilities; ensures hazardous materials compliance per County of Sacramento regulations; administers the Biennial Inspection of Terminal program; ensures air quality compliance of the fleet per various regulatory standards; supplies the California Department of Water Resources with biannual levee inspections; coordinates with contractors and issues temporary use permits for access and activities on District levees; maintains the flood fight supplies inventory; interfaces with the general public, especially residents adjacent to the levee; attends meetings as required by the General Manager; participates in the annual performance evaluation of the Field Supervisor; provides advice and consultation to the General Manager and Board of Trustees regarding system operations, maintenance and development; performs special projects as assigned, and other work as required from time to time. Position requires possession and maintenance of a commercial Class A Driver’s license and a Qualified Applicator’s Certificate issued by the California Department of Pesticide Regulation.  As with all District employment, the Superintendent’s position is at-will.
